i have got 3 diffrent credit cards, 2 store cards and a car loan which are killing me every month. i don't have a property but rent. is an IVA something that could help me freeze the card payments at a level i can afford?

An IVA *can* help, but may not be the correct choice for you. Another option is a Debt Management Plan, or even bankruptcy.
A lot depends on your personal situation: job, salary etc. You really need to contact a proper Insolvency Practitioner (know as an IP) or the Citizens Advice Bureau who will be able to tell you what options you have.
Remember that there is lots of no-obligation advice available - don't feel pushed into any particular solution.
